Mr Damien Mugabo, the Director General of the Rwanda Cooperative Agency (RCA) has been removed from his position and replaced by Apollo Munanura who was the Team Leader-Skills Development at Rwanda Development Board (RDB).
The changes follow cabinet decisions reached yesterday in Village Urugwiro presided over by President Paul Kagame.
Damien Mugabo was the head of Rwanda Public Procurement Authority (RPPA) in 2008 and had led the 3rd population demography census in 2002.
Established in 2008, RCA has the mandate of building capacities for the management of cooperatives.
Recently on June 27th ,2016 representatives of 2000 youth who attended the completion of the civic education dubbed ‘Inkomezamihigo’ at Amahoro stadium told President Paul Kagame that they were deprived of rights to establish cooperatives.
Reacting to the concern, Damien Mugabo explained that prioritizing them in cooperatives would be seen as a way of excluding other generation.
It brought lack of consensus among government officials including the Ministry of Trade and Industry and President Kagame who said that it is unclear to see people working in domains of which structure is not well understood, creating confusion.
RCA statistics indicate that Rwanda has more than 7300 ordinary cooperatives and about 470 saving and credit cooperatives.
