The Minister of Youth and ICT (MYICT),Jean Philbert Nsengimana has revealed a plan to build a rehabilitation center worth Rwf 7 billion for girls and women with anti- social behaviors. The center will offer services similar to those of Iwawa built in 2010 for drug-abusing male youth.
He revealed the plan yesterday as MYICT presented the 2017/2018 draft budget to Parliamentary Public Account Committee.
“Women and girls still need support for restoration of their lives as a result of drug abuse. We train male youth drug abusers at Iwawa, but some girls and women most of who are mothers need similar support. The anticipated rehabilitation center is set to help them.” he said.
He explained that the said center will be completed at a cost of Rwf 7 billion, expected to be built in Gitagata of Bugesera district.
The ministry unveiled that at least Rwf 250 million is needed for the initial phase of the project.
MP Georgette Rutayisire wondered when the project will be executed saying it has been remained in words without action for too long.
“The project of building a rehabilitation center for girls has existed for long. We are rehabilitating boys but girls are left behind. We want you to come next year telling us that you have started the implementation” she said.
Minister Nsengimana explained that the required initial Rwf 250 million is 20% of the total budget to enable the project take-off.
He said the center will take five years to complete and government will seek ways of launching rehabilitation services even before the physical infrastructure is complete.
