Ordinary citizens to participate in budgetary planning process

The Ministry of Finance and Economic Planning (MINECOFIN) has revealed that citizens will be involved in the preparation of the national budget to strengthen appreciation of issues between leaders and citizens.

The move follows recently complaints of citizens who said they were not aware of how the national budget is planned and implemented requesting participation in the entire process.

As he met residents of Kigarama sector in Kicukiro district yesterday to hear their concerns on what should be part of next year’s (2017/2018) budget, the Minister of State in charge of Economic Planning in the Ministry of Finance and Economic Planning (MINECOFIN) Dr. Uzziel Ndagijimana explained how the process of drafting the national budget will work.

“We have met here in Kigarama sector but the program has been incepted nationwide. Suggestions of what to include in the budget will come from families, send them to village level, cell and sector administration. The advisory committees will sit together to approve suggestions that will be later sent to district administration from where they will be taken to national level to be included in the next year’s budget,” he said.

Dr Ndagijimana explained that the program will facilitate the government to put emphasis on items needed by ordinary citizens.

The mayor of Kicukiro district, Dr. Jeanne Nyirahabimana lauded Kigarama residents for sharing ideas and promised to take them to levels where they can be implemented.

“I have appreciated your sharing of ideas and the participation you want in the national budgetary process. We have written your suggestions and will be considered,” said the mayor
