RCS denies barring EU parliamentarians from visiting Ingabire

The delegation of European Union parliamentarians which has been in Rwanda for a three-day visit has expressed disappointment over being denied access to visit Ingabire Victoire, chairperson of United Democratic Forces-Inkingi, in Nyarugenge prison known as 1930 where she is serving time for treason and threatening national security.

The head of EU MPs delegation, Iratxe Garcia Perez told the press yesterday that they wanted to establish how she is being treated.

“We wanted to have a meet with Victoire Ingabire because we wanted to know her situation in prison,” she said.

"The authorities have not allowed us, that we have no permission from the authorities,” said Iratxe Garcia Perez.

The spokesperson of Rwanda Correctional Service, CIP Sengabo Hillary has said that he received no request from the European Union parliamentarians.

“All foreigners in need of visiting prisoners have to pass through the Ministry of Foreign Affairs and we authorize them immediately. Netherlands’ visitors who visited Ingabire Victoire recently passed through this process. She is used to be visited by foreigners,” he said.

He explained that Guinea’s ambassador and Uganda’s embassy officials are among recent visitors to their people detained in Nyarugenge prison.

Ingabire Victoire is serving a 15 year sentence after being convicted of treason and threatening state security.
