Rubavu district has been pointed out to have most aggravated corruption cases among local leaders in six districts in which International Rwanda (TIR) conducted a survey.
The TIR survey outcomes presented yesterday indicated that Rubavu district records bribery cases at 22.7 % and stands at 15.5% in five remaining districts of; including Musanze, Kamonyi, Kayonza, Nyamagabe and Huye that were sampled.
The survey indicated that Kanama is the most corrupt sector followed by Nyakiriba sector in Rubavu.
Corruption based on bribes in Rubavu district was realized at 59.4%, sex related bribery at 3.4%, corruption related on asking airtime at 12% while remaining bribery cases occupied 16%.
The executive secretary of Kanama, the most corrupt sector, Haguma Pascal, has said that residents have a culture of recognizing authorities’ services by giving them gifts but argued that it has to be uprooted.
“There have been changes in the sectors’ executive secretaries for several times. I came here being the 5th and found in Kaname sector such culture of thanking leaders. We are striving to create awareness among citizens that receiving a service from leaders is their right and don’t need to pay for it,” he said.
Francine Umurungi,the Institutional Development and Advocacy Coordinator in Transparency International Rwanda said that Rubavu should work hard to move from such a bad position.
The survey was carried out in 42 sectors of six districts where correspondents placed papers in secret boxes on offered services and corruption tendencies.
