Statement on Cabinet Decisions of 12/10/2016

On Wednesday, 12th October 2016, a Cabinet Meeting chaired by His Excellency the President of the Republic, Paul KAGAME, convened in Village URUGWIRO.

The Cabinet Meeting started by thanking His Excellency the President of the Republic, for the trust bestowed upon the new Cabinet members, especially the Cabinet Meeting welcomed the newly appointed Minister and Ministers of State and wished them success in accomplishing their duties.

His Excellency the President of the Republic, pursuant to powers conferred upon him by laws, informed the Cabinet Meeting that He granted retirement to Major General Richard RUTATINA and Major Issa KARAMAGE.

1. The Cabinet Meeting approved minutes of previous Cabinet Meeting held on 13/09/2016, after adjustments.

2. The Cabinet Meeting approved Government of Rwanda Consolidated Financial Statements for the year ended 30th June 2016.

3. The Cabinet Meeting approved the Corporate Governance Policy for Public Agencies and its Implementation Plan.

4. The Cabinet Meeting approved the issuance of EAC Electronic Passports to Rwandan Citizens, after adjustments.

5. The Cabinet Meeting approved allocation of 10 ha within the ICT Park in the Kigali Special Economic Zone (KSEZ) to African Leadership University (ALU).

6. The Cabinet Meeting approved the following Draft Laws:

Draft Law Concerning Organization of Banking;

Draft Organic Law establishing Kiswahili as Official language, after adjustments;

Draft Organic Law establishing the Court of Appeal;

Draft Organic law repealing the Organic Law No 51/2008 OL of 09/09/2008 determining the organization, functioning and Jurisdiction of Courts;

Draft Organic law repealing the Organic Law No 03/2012 OL of 13/06/2012 determining the organization, functioning and Jurisdiction of the Supreme Court;

Draft Law determining the organization and functioning of the Judiciary;

Draft Law determining the Jurisdiction of Courts.

7. The Cabinet Meeting approved the following Draft Orders:

Presidential Order determining salaries and fringe benefits for employees of the Office of the Auditor General of State Finances (OAG);

Prime Minister’s Order determining the mission, functions, organizational structure, salaries and fringe benefits for employees of the Ministry of Justice/Office of the Attorney General (MINIJUST);

Prime Minister’s Order determining mission and functions, organizational structure, salaries and fringe benefits for employees in the Ministry of Trade, Industry and East African Community (MINEACOM);

Prime Minister’s Order determining mission and functions, organizational structure, salaries and fringe benefits for employees in the Ministry of Local Government (MINALOC);

Prime Minister’s Order modifying and complementing Prime Minister’s Order nº47/03 of 27/2/2015 determining mission and functions, organizational structure, salaries and fringe benefits for employees in the Ministry of Natural Resources (MINIRENA);
Prime Minister’s Order Establishing the National Payment Council and Determining its Structure, Mission and its Modalities of Functioning;

Ministerial Order appointing Members of Advisory Committee of the Deposit Guarantee Fund for Banks and Micro Finance Institutions and determining their responsibilities and their term of office;

Ministerial Order modifying and complementing Ministerial Order N°002/13/10/TC of 31/07/2013 on modalities of use of a Certified Electronic Billing Machine;

Ministerial Order defining processed foodstuffs and determining Credit and Debit Notes Details;

Ministerial Order relating to Maternity Leave Benefits Scheme;

Prime Minister’s Order determining the Supervising Authority and category of the Rwanda Defense Forces and Rwanda National Police Shop (AFOS) and the organization, functioning and responsibilities of its organs;

Prime Minister’s Order Allocating State Land in Private domain measuring 5,919 ha located in Mbyo Cell, Mayange Sector and Kampeka & Biharagu Cells; Kamabuye Sector, Bugesera District, Eastern Province, for investment in cattle beef farming;
Presidential Order determining fees to be paid for notarial services;

Presidential Order determining fees paid for civil status records;

Ministerial Order determining number, types, formats and use of civil status registers.
Prime Minister’s Order placing Lt. Col (Rtd) Wilson UKWISHAKA at disposal of National ITORERO Commission (NIC);

Prime Minister’s Order granting a leave of absence for non-specific period to Mr. TWAGIRIMANA Cyriaque, who was Director of Administration and Finance in the Ministry of Natural Resources (MINIRENA);

Presidential Order expelling from Public Service Mr. UMULISA Alphonse, who was Director General of Institute of National Museums of Rwanda (INMR) due to his serious misconduct at work;

Prime Minister’s Order expelling from Public Service Mr. GATERA Jean d’Amour, who was Planning Division Manager in the Ministry of Infrastructure (MININFRA), due to his gross misconduct at work;

Prime Minister’s Order expelling from Public Service Mr. NZARAMBA Stevenson, who was Head of Policy and Planning Department in the Ministry of Infrastructure (MININFRA), due to his gross misconduct at work;

Prime Minister’s Order expelling from Public Service Mr. KAMONYO Pierre Célestin, who was Translator in the Office of the Prime Minister, due to his gross misconduct at work;

Prime Minister’s Order expelling from Public Service Mr. NTAGANDA Francois who was Director of Land Administration Unit in Rwanda Natural Resource Authority, due to his serious faults of deserting work;

8. The Cabinet Meeting made the following appointments:

- In the Ministry of Finance and Economic Planning/MINECOFIN

Mr. KALINDA Charles: Director of National Investment Unit.

Ms. RWIGAMBA Jeannette: Director of Budget Management and Reporting Unit.

- In Road Maintenance Fund/RMF

Mr. SIBOMANA Mathias: Director of Technical Support Unit.
9. In AOB:

a) The Minister of Finance and Economic Planning informed the Cabinet Meeting that:

the 2016 Savings Week will run from 24th to 31st October 2016 under the theme: “Saving: The Right Path to Self-Reliance.”

Pilot phase of implementation of e-procurement system in some government procuring entities started from July 2016 and will end in March 2017. Its full rollout to all government procuring entities will start in July 2017.

b) The Minister of Agriculture and Animal Resources informed the Cabinet Meeting that Rwanda will celebrate the World Food Day on 20th October 2016. This year’s theme is: “Climate is changing. Food and Agriculture must too”. The event will be celebrated in MURORI Marshland, NYAKIBANDA Cell, GISHAMVU Sector, HUYE District/Southern Province.

c) The Minister of Public Service and Labour informed the Cabinet Meeting that the Ministry is organizing an Awareness Campaign of National Employment Program-NEP (Kora Wigire) from 20th October to 21st November 2016. The theme for this awareness campaign is: Development driven by Jobs creation.”

d) The Minister of Education informed the Cabinet Meeting that Rwanda will host the 27th Annual General Meeting of The World Academy of Sciences (TWAS) in Kigali Convention Center from 12th to 17th November 2016.

e) The Minister of Trade, Industry and East Africa Community Affairs informed the Cabinet Meeting that:

Rwanda will host the 12th Regional Assembly of International Co-operative Alliance (ICA) and Africa Cooperative Conference in Kigali, at LEMIGO Hotel from 28th until 31st October 2016, under the theme: “Cooperatives in Africa, Embracing Sustainable Development Goals”.

Rwanda will host the 17th SACCA congress, an annual summit of the savings and credit cooperatives associations in Africa at LEMIGO Hotel from the 26th until 28th of October, 2016, under the theme: “Promoting Africa Development Agenda through a Financial Cooperative Integrated Systems”.

f) The Minister of Gender and Family Promotion informed the Cabinet Meeting that a Family Campaign under the theme, “A family fit for Children” will be conducted countrywide from 15th October to 25th November 2016. The launch of this campaign will take place in Nyaruguru District, Cyahinda Sector, Cyahinda Cell, Kinyaga Village and will coincide with the celebration of the International Girl Child Day and the International Rural Women’s Day.

g) The Minister of State in Charge of Energy and Water in MININFRA informed the Cabinet Meeting that Rwanda will host the Third Annual Infrastructure Partnerships for African Development (IPAD) Conference from 1st to 2nd November 2016 at Serena Hotel.

As the minister’s quote that the climate is changing personally i would like some enlightenment about it and how they will reach this to the small scale farmers cause of the issue of illiteracy some should be told for change thanks alot.
