Two top utility managers—WASAC, EDCL in police custody

Police have confirmed that they have in their custody, former Water and Sanitation Corporation (WASAC)Chief Executive Officer (CEO), James Sano and Emmanuel Kamanzi, the managing Director for Energy Development Corporation Ltd on accusations of allegedly illegally awarding public tenders.
The police statement says that both officials were arrested on Saturday 2nd September with Sano accused of wrongful award of a public tender illegally against article no 628 of Rwanda’s penal code. (...)

Police have confirmed that they have in their custody, former Water and Sanitation Corporation (WASAC)Chief Executive Officer (CEO), James Sano and Emmanuel Kamanzi, the managing Director for Energy Development Corporation Ltd on accusations of allegedly illegally awarding public tenders.

The police statement says that both officials were arrested on Saturday 2nd September with Sano accused of wrongful award of a public tender illegally against article no 628 of Rwanda’s penal code.

Police investigations allege that Sano illegally awarded a Rwf 61million tender to Cerrium Advisory Ltd to recruit and orient new WASAC employees.

Sano is also accused of having illegally awarded a water treatment center construction worth Rwf371million at Kayenzi in Kamonyi District, without elaborating the terms of reference, flouting the standard tendering norms.

For EDCL’s Emmanuel Kamanzi, Police says that he allegedly awarded public tenders illegally and misused government property.

Police says that Kamanzi illegally awarded $45,000 tender for buying ten transformers and 400 electric poles worth $280.

More investigations are still underway.
