RIB arrests one on espionage accusations

Rwanda Investigation Bureau (RIB) has arrested Jacqueline Umuhoza suspecting her of espionage.

The detention of Umuhoza was made known after the spreading of news on social media that she had gone missing.
One called Ivan R. Mugisha tagging RIB twitter account sent a message saying “A friend of mine called Jackie Umuhoza has gone missing, any help in finding her whereabouts would be helpful. If she is arrested, I would like to know where she is being held so I can visit her.”
RIB replying to Mugisha’s twit asked him to report to RIB’s head office for more details that can help investigations to find her whereabouts.

RIB’s spokesperson informed IGIHE that Jacqueline Umuhoza was arrested on accusations of treason and of espionage.

Since then there have not been any more information release on Umuhoza’s case.

In the new penal code, a person is accused of treason or espionage if that person discloses deliberately a State secret by any means with the intention to hurt the interests of the Republic of Rwanda. One who seeks and obtains a State secret with a view of disclosing it; destroys or allows another person to destroy anything that contains a State secret with intent to favour another country;

One who is entitled to have access to State secret and uses it illegally; deliberately discloses to a person not entitled to receive a State secret that he/she obtained in the course of his/her duties or functions; establishes, maintains or keeps relations with a foreign State, political organization, association, foreign institutions or any person working for them with a purpose of disclosing State secrets;

Upon conviction, he/she is liable to imprisonment for a term of not less than twenty (20) years and not more than twenty five (25) years.
