For the FDLR, the only table left is the dock

There is a moment, in every long conflict, when someone proposes to solve it with a chair. Pull one up, the argument goes, and let the men with guns talk. On July 28, ministers in Kinshasa announced precisely such a moment: a "protocol" under which the Democratic Forces for the Liberation of Rwanda (FDLR) would voluntarily disarm, demobilise and relocate — a negotiated arrangement, presented as a breakthrough. Kigali's answer came within days, and it was not diplomatic hedging. The Washington framework, government spokesperson Yolande Makolo reminded the region, calls for the neutralisation of the FDLR — not a negotiated protocol with a genocidal militia.
