The Government meeting of June 17, 1994 decided that the Tutsi of Bisesero should be killed as soon as possible, and that measures be taken to protect the infrastructure in the Bisesero region. The execution of such massacre was accelerated as much as possible by the KAMBANDA Government and its troops.

As the genocidal government was progressively losing the battle, it did everything to intensify the Tutsi massacres in its controlled territory. As the criminal government forces were progressively being defeated, they continued to increase their efforts to expedite the massacre of Tutsi where it had not been carried out. Much efforts were put into the so-called “auto-defense civile” which was a program to continue the distribution of weapons among the militias Interahamwe, to recruit young people into the military and to increase killing equipment. All these decisions are reflected in the transcripts found in the diary of KAMBANDA of 1994.

During the Genocide in early April 1994, Tutsi started to flee to Kabgayi from different parts of the country from April 12, 1994. By April 20, 1994, many Tutsi refugees had arrived in Kabgayi and were resettled in various places. Since the arrival of the Tutsi, Interahamwe and the soldiers would come and pick some to kill them inside or outside the camp as well as in the Kabgayi forest. On May 31, 1994, UNAMIR reported that about five hundred (500) people had been killed. The survivors of the massacre were rescued by the RPF-INKOTANYI Forces on June 02, 1994.

The last dates of May 1994 were marked by the efforts of RPF-INKOTANYI forces who did their utmost to accelerate the cessation of the Genocide against the Tutsi. On the other hand, the criminal government also made efforts to expedite the massacre of Tutsi who were still hiding in the regions that the RPF-INKOTANYI army had not yet liberated especially in the south of the country. Many Tutsi were killed at Kabgayi. They were taken outside the church and its surrounding houses by Interahamwe and taken to Nyabarongo where they were killed and some were thrown alive in Nyabarongo.

Between May 25 and 30, 1994, the criminal government was constantly defeated by the RPF-INKOTANYI forces. Hence, the former put more efforts in distributing guns, grenades and ammunition to the Interahamwe and government forces to accelerate the genocide. Hundreds of Tutsi have been killed in hospitals and health centers across Rwanda, and many have been killed by doctors and other staff at hospitals and clinics. After the Genocide, the doctors who committed Genocide escaped justice. For some of them, the Prosecutor General's Office issued arrest warrants and are now wanted by Interpol. Sadly, all those who fled abroad disguised themselves and continued their medical work in the countries where they had taken refuge.

Even more severe is the fact that some of those who were responsible for protecting human lives, including doctors who had sworn in for their profession, have been at the forefront of committing Genocide, especially in hospitals, health centers and clinics.
