{The recent Fifth Plenary Session of the 19th Central Committee of the Communist Party of China was held successfully in Beijing from 26 to 29 October. It is an important meeting of historic significance. This Session will have far-reaching impact on China and the rest of the world, including Rwanda and other African countries. Its main outcomes have five “new”s.}

The year 2020 is extraordinary and significant for China, Rwanda and the whole world. As the Covid-19 is still raging around the world, China and Rwanda have been working hand in hand to face challenges, seize opportunities, tackle risks, enhance mutual trust, strengthen win-win cooperation, and promote common development for a community with shared future for our two peoples.

On June 30th 2020，the Standing Committee of the National People’s Congress adopted the Law of the People’s Republic of China on Safeguarding National Security in Hong Kong SAR. This law is now added to the list of laws in Annex III of the Basic Law of Hong Kong and applied by promulgation in Hong Kong SAR. It is of both practical and historic significance.

The battle against COVID-19 in Rwanda is on high gear. Under the leadership of President Paul Kagame, the Rwandan Government has been consistently following the people-centered approach and taking science-based, comprehensive and rigorous measures, which have achieved major progress in containing the pandemic.

Several days ago, the US President signed a so-called law bill “Hong Kong human rights and democracy act” and the US House of Representatives passed a so-called “Uyghur Human Rights Policy Act of 2019”. The two law documents seriously violate international law and basic norms governing international relations, and grossly interfere in China's internal affairs. China is firmly opposed to them.
