According to a statement issued by the Office of the President, Village Urugwiro, in the early hours of November 4, 2026, the meetings took place on his third day at the summit.
Kagame met with Antigua and Barbuda's Prime Minister Gaston Browne, who is hosting the meeting, Bahamas Prime Minister Philip Davis and Sri Lankan Prime Minister Harini Amarasuriya.
He also held talks with Prime Minister Godwin Friday of St Vincent and the Grenadines and Eswatini's Prime Minister Russell Mmiso Dlamini.
On November 3, Kagame attended the official opening ceremony of CHOGM 2026 at the National Performing Arts Centre in St John's, Antigua and Barbuda.
He joined Prime Minister Browne, King Charles III, heads of state and government from Commonwealth member states and other international dignitaries at the ceremony.
The President also participated in the first CHOGM 2026 Heads of Government Executive Session, alongside Prime Minister Browne and other leaders from across Commonwealth member states.
The closed-door session provided an opportunity for leaders to discuss shared challenges and set guiding principles for cooperation.
The 28th edition of CHOGM is taking place from November 1 to 4, 2026, under the theme, “Accelerating Partnerships and Investment for a Prosperous Commonwealth.”
The meeting has brought together heads of state and government from 30 countries, alongside ministers, private sector representatives, civil society organisations and young people.
The first CHOGM was held in Singapore in 1971, replacing earlier meetings that brought together prime ministers of countries with historical ties to Britain.
Since then, different Commonwealth member states have taken turns hosting the gathering.
Rwanda joined the Commonwealth on November 29, 2009, becoming one of the few member states that were not formerly colonised by Britain.
In 2022, Rwanda hosted CHOGM in Kigali from June 20 to 25. Discussions focused on economic recovery following the COVID-19 pandemic, innovation and strengthening cooperation among member states.
President Kagame served as Commonwealth Chair-in-Office from 2022 until October 2024, when Samoa assumed the role following its hosting of the meeting in Apia.
