He was speaking at a press conference with African journalists in Beijing on June 25, 2024, following the Second Horn of Africa Peace Conference Senior Officials Meeting, where he affirmed China’s commitment to addressing the region’s security challenges through robust intraregional dialogues and cooperation.
Amb. Bing also shed light on results of the "Outlook on Peace and Development in the Horn of Africa," an initiative launched by China in 2022. This initiative aims to support the region’s efforts in achieving peace and development through systematic and peaceful negotiations.
Since its inception, the initiative has received widespread positive responses and significant progress has been made. As Amb. Xue disclosed, China has so far provided military aid, training programs, demining assistance, and support in combating terrorism and extremism.
In terms of development, China has delivered emergency food aid and vaccines, including those for COVID-19, cholera, and malaria. Infrastructure projects like the railways from Nairobi to Mombasa and from Ethiopia to Djibouti have been pivotal for regional prosperity.
In 2023, China’s direct investment in the region increased by $600 million, and bilateral trade volume surpassed $20 billion. Additionally, China has provided 10,000 training opportunities in fields such as professional education, bamboo industry, and mushroom grass technology.
Amb. Xue stressed China’s respect for African solutions to African problems and its opposition to external interference in the region’s domestic politics. He highlighted China’s commitment to defending international equity and justice and pushing for reforms in the international governance system.

Key outcomes included enhancing dialogues, mutual trust, and policy communication to build a broader vision of peace and security.
Amb. Xue underscored that China is committed to deepening cooperation in traditional areas like infrastructure and agriculture while expanding into emerging fields such as green development, digital economy, and artificial intelligence.
Among others, Amb. Xue reiterated China’s commitment to supporting Africa’s peace and development, emphasizing the close bond and shared future between China and Africa.
With the upcoming Forum on China-Africa Cooperation (FOCAC) Summit in Beijing, he revealed, new measures of cooperation are expected to further strengthen China-Africa ties.
The first China-Horn of Africa Peace and Development Conference held in Ethiopia in June 2022, resulted in a consensus on enhancing regional solidarity and building peace.
The next meeting is expected to be hosted in the Horn of Africa, with discussions to determine the host ongoing.
