The incident happened towards the end of December 2021 when it was reported that a 21-year old girl bit off boyfriend’s tongue after giving her a panty gift.
The young man aged 26 resides in Rusebeya sector of Rutsiro district.
IGIHE has learnt that the girl bit off the tongue as the boyfriend attempted to rape her.
It is said that the girl bit off the tongue as her lover forced his tongue in her mouth. The part of his tongue went missing since then.
Following the incident, the young man filed an accusation to RIB on 30th December 2021 for further legal process.
The Spokesperson of Rwanda Investigation Bureau, Dr. Murangira B. Thierry has told IGIHE that ‘investigation shows that the girl bit off the boyfriend’s tongue in self-defense to prevent him from raping her’.
“An accusation against the lady was filed for investigation. The young man is facing the charge of attempted rape,” he said.
Dr. Murangira has also revealed that RIB has powers to investigate crimes on grounds of filed accusation or not.
He appealed on the general public to be cautious reminding them that being someone’s lover should not provide loopholes for violence.
“RIB has been receiving similar accusations often reported among the youth where lovers accuse their partners of rape or attempted rape. The autonomy of self-governing of every individual should be respected. Respecting someone’s desires is paramount. We advise lovers to avoid whatever that could lead to violation of laws and stand against coercion because it is risky,” Dr. Murangira said.
The right to self-autonomy is derived from human dignity and the right to bodily integrity as enshrined under article 14 of the Constitution of the Republic of Rwanda of 2003 revised in 2015 in relation to right to physical and mental integrity.
RIB Spokesperson has explained that some people take advantage of their lovers’ visit, or make such attempts when they are drunk or slip drugs inducing sleep into their drinks to take advantage of them sexually.
The young man is accused of attempt to commit violence or a serious crime.
Rwanda’s Penal Code stipulates that sexual assault is punished by between 10 to 15 year imprisonment while attempt to rape is punished by between 5 and 7.5 year imprisonment.
An attempt to commit a crime is punished when there are evidences proving that the suspect did not intentionally halt plans to the commit a crime.
Attempt to commit a serious crime is liable to a half of the sentence of an individual found guilty of similar offence.
The culprit found guilty of an attempt to commit a crime that attracts life sentence, is liable to 25-year jail-term.
If convicted, the young man is liable to a sentence between five to 7.5 years and fine between Rwf500, 000 and Rwf1 million.
Meanwhile, rape case attracts a sentence between 10 and 15 years of imprisonment and fine ranging from Rwf1million to Rwf2 million as per article 134 of Rwanda’s penal Code which determines offenses and penalties.
