The Democratic Republic of Congo Military crackdowns against FDLR could be one way to help or enable the rebels find ways to flee to neighboring States.
Since DRC launched the military actions against the rebels, there were reports which articulate that the rebels have retreated into the forests leading to the borders of the DRC bordering countries.
Analysts who know well DRC landscape say that the FDLR fighters may flee to countries such as Burundi, Tanzania, Zambia, Angola, South Sudan and even Central Africa Republic.

By way of observation, Rebels also can benefit from crises to infiltrate in countries such as Burundi, South Sudan and the CAR, but can’t get into countries like Rwanda and Uganda because of tightened security at the borders.
Although DRC sees FDLR as a negligible force, the UN Security council has said that FDLR is “A Sustained Regional Threat”.
Recent doubtful operations by FARDC if really target the rebels, would later destroy the better part of it but can’t totally end it, observers assumed
Futhermore, sidelining the UN force in those operations means something else of which analysts seen as FARDC tactics to keep its close collaboration with the leaders of the rebels.
In a Recent UN Report there was a body of evidence of continued collaboration between the Congolese army, FARDC, and FDLR.
“Three former FDLR combatants, including a former FDLR radio operator based at the FDLR headquarters who was receiving messages from FDLR units, told the Group that FDLR often obtained ammunition from FARDC elements,” reads part of the report.
There are serious doubts that FARDC in its own will end FDLR, which Rwanda says, is a threat not only to Rwanda but also to the whole region.
