Failure from Roots:
As pointed out in part one of these series, Mr. Himbara is a person who credible source confirm that; he failed his basic primary and secondary school phases of education so much so that, when he came up with the title of ‘Dr’, those who studied with him and knew him as a below failure, questioned the authenticity of his academic credentials.
Thus for instance, those who studied with him in Gashojwa Primary School , Nakivale refugee camp in Uganda, tell tales of a highly disorganized character that failed not only PLE (Primary Leaving Exams in 1970) but also went on to fail his O-level examinations, becoming perhaps the only Rwanda “to seal a dubious record of having hit all niners i.e scoring F9 and failing all six subjects with 72” as Mr Pan Butamire put it in his earlier article on the substance of ‘Dr’ Himbara. In Uganda education system getting F9 in O-levels is basically a zero mark.
Now it is told that, he had to change his name from Murunganwa to Himbara to mask this trail of failure, a failure that questions even the subsequent qualifications he claims to have. Without such basic qualifications in Uganda, one can only go back to the village and look after cows if he can. Such failure from roots seals a person’s fate in civilized world, and closes further doors for the same. What happens hereafter is inconsequential, null and void of any substance academic. It is a judgment of everything a person.
Now, this is the latest expert on everything Rwanda, and all international media refer to him to know what happened, is happening, and will happen in Rwanda, which he is most least placed to do. These are no witch hunts but facts as they are on the substance of Mr Himbara who positioned himself to pass judgment on senior officials and institutions of our country he is least qualified to do.
Why appointed to various positions?
While I can’t comment on why he was appointed to various positions as some esteemed readers questioned, I will give my personal experience especially having served in public service. Most of our post genocide appointments reflect the reality of our post genocide history, and incapacities this heinous crime left in our country.
Our country was left without even minimum human resource capacities to run state machinery. Besides, those of us who returned from inhuman refugee conditions did not have the experience in civil service, which was closed to most of us in our respective host countries. And expect for teaching, other professional jobs were a preserve of host nationals. And so, appointment in civil service in our country was based on qualifications some of which turned out to be fake until this was resolved late 2009.
Such a history allowed the likes of Himbaras and a few others to find themselves in the system even without minimum basic qualifications.
Mr Himbara was given various assignments in which failed to deliver fleeing the country in a bizarre situation in 2003 only to return in 2005 this time for rehabilitation (as he put it) that never was.
Those who worked with or under him, have a memories for the most erratic person, and one who assumed he was system in himself. His recent fleeing (self-exile) was not in anyway to do with what he tells the world now, for he simply failed to measure to financial accountability and discipline required of Rwandese civil servants. One wonders why anyone serious would give him the credibility he did not have/deserve.
Tired from Roots, with Tired Arguments.
This mid October, Himbara comes up with another bizarre argument/outburst to the effect that President Kagame is tired. He gave all sorts of insulting arguments to back his bizarre arguments. This is one of the most outrageous figurative imaginations from Mr Himbara.
For the time he worked in the President’s office, he knows too well that, The President never tires even when everybody working with him has expired. He is as vibrant as he can be, and with passion and zeal to serve our Country. Secondly, assuming (for the sake of argument) he even got tired sometimes (which is humanly possible, but not true as we all know except Mr. Himbara and the likes) he can show for it, i.e what he has done for our country.
What is perhaps interesting is that, Mr Himbara is trying to judge the President from his own tired and retired character. For he was tired from roots and recycles tired arguments all worth no attention except for his paymasters whose interest are prejudicial to our common good as a people and our unity of purpose.
These cannot move an inch from our national fabric economic, social or political. That he serves foreign interest is not in doubt. Question is whether these very foreign interest know the substance of their self made expert on our country he never was, and never will given the aforementioned background.
