Eritrean Henok Mulueberhane has again claimed the yellow jersey while Rwandan Eric Muhoza is eight seconds behind him.
Tarozzi who made a break away as riders rode along Ruliba road won the race clocking 2 hous 58 minutes and 53 seconds.
He arrived at the finishing line 32 seconds before Mark Stewart of Bolton Equities and Unai Iribar of Euskaltel Euskadi.
Jean Bosco Nsengimana was part of riders who led the race but was later left behind and finished the race 1 minute and 12 seconds behind the winner.
Félicien Hakizimana, a Rwandan riding for May Stars finished the race in the19th place and arrived at the finishing line 2 minutes and 2 seconds behind the stage winner.
Meanwhile, Muhoza Eric emerged the 21st and was 2 minutes and 4 seconds behind.
Lecerf William Junior who took the yellow jersey yesterday in the third place on the general classification with one second behind. He is followed by Victor de la Parte (TotalEnergies).
Eric Muhoza is the top performing Rwandan where he took the sixth place on the general classification.
The last stage of Tour du Rwanda 2023 will see riders, making laps in Kigali covering 75.3 kilometers.
